Question about Limited Editions

I did a search before I posted this question....so I hope it hasn't been asked and answered a million times over.

Does anyone know how certain bags are picked to be Exclusive or Limited Editions?
I am curious!

I *believe* that they develop bags with the idea that they are going to be limited edition bags. Like the poppy or bee bags.

I understand that there is a limited number of bags made, which makes them exclusive and limited.
However, how do they determine which bag falls into this category? Do they just decide to only make a few (for instance) Mandy Signature Couriers?
