How do you get a tax refund if there isn’t anyone to process it ? I assume you can’t call online to get the refund because they need to see your passport

You don't get tax refund ordering from the website. The Japanese site only ship and deliver to a valid address within Japan, otherwise you'd see people in the US ordering from VCA's Japan website instead of US because of the currency advantage.
