Quality or Care?!?!

Today I went shopping witha good friend of mine, and we stopped at Von Maur. I found this mini skinny, and I fell in LOVE! It was amazing, and the flower looks really cool!

Well, on one of the pettles the patent leather clear coating is peeling off...

I was curious, is this because of quality? or how they took care of it at the store?

Needless to say I did not buy it... but any help is great!

I would think both, the leather wasn't sealed properly, or the piece could of been in an extreme heat condition.

Maybe it was just a defective piece. I have this skinny in my bag right now in pink and its' just fine. I'm using it just as a change purse and its perfect for that purpose.
