Are the prices any lower in the boutiques in Japans airports? I know that duty free pricing is lower but the boutiques like Dior and Chanel? Would an item be priced any different than city boutiques? Thanks.

No, they’re the same as the boutique in the city (provided you get the vat removed). 
The only difference might be if you shop in a department store boutique vs the airport because many of the big department stores take a fee for doing the vat refund transaction. But for example, the prices in NRT’s Cartier boutique is the same as a boutique in Tokyo with vat-free purchase.
