Yes that's a copy as it appears to be in nylon or polyester!!

I was thinking maybe Preen, or Gaimbattista since it echoes their style. But I haven't found anything. I'm sure some tabloid/magazine will ID it eventually.

There's a listing on eBay that says it's by elsa hagg, and has the same picture used in their listing as the OP posted... I'll be more careful next time!
