It is Leighton Meester, and I think the bag is a Nancy Gonzalez small crocodile satchel (at Bergdorf's for $2400), but it might be something else.

It does look like it could be a Nancy Gonzalez, but I could not find this particular bag in any of the regular places that carry her bags, only similar.
