Tech Photo editing question

I saw this software and was wondering if anybody knows about it or has opinions on it. Please keep in mind that I edit my photos for myself and family only, not for a job or anything else. I dont want to spend alot of money on an expensive editing program like photoshop, etc. I really wouldnt want to spend more than 20-25. I mostly just lighten pics, remove red eye, add text, and crop them. A few things I dont know how to do that I want to learn is when they make a pic black/white and just have one thing that is in color, and how to remove things from the picture. I have a picture that I want to black out the top half of. I dont know what the black/white/color effect is called, so I dont know if this program does it. Any help would be appreciated. I've never heard of it. Personally, I prefer Correl Paint Shop Pro X3 or CS3. If you're going to only edit family pics, PSP would do the job and then some.
 
Irfanview is free and will do much of what you want. There are also some additional filters and special effects that can be acquired free.

Gimp is also free and is much more involved, almost like PS or Corel.

I've been trying some others also; Photobie, Fotografix, and one just called Image Processor, but I haven't used them much.
 
Thanks guys. I think I will play with each program a little to see which works best for me.

The sale changes daily. The day I posted this, it was a photo editing software that was for sale. I should have mentioned the name in my post, but didn't think of it at the time.
