Hairspray on a q tip would work but along with the ink some of the color of leather will come off too. I do it if I get ink on bottom or back of bag but never on the front.
I have done the hairspray trick and it does take dye with it, so only do it on indiscreet places. The baby wipes may work too, I've used them to remove color transfer from ,my dark denim jeans on a parchment white bag.
Most likely they are permanent. Alcohol or acetone might lighten them but will probably lighten the area around it. There is a method I posted recently in the rehab thread using zit cream. I've had great results on a white bag but it hasn't worked on other bags very well. The rehab clubhouse is usually the best place to get help for this kind of question.
