Paypal & buyers from Japan

I always require in my auctions that bidders without confirmed addresses through Paypal pay in some other way (usually wire transfer for bags). I have a potential buyer from Japan who wants to pay with Paypal. Does anyone know if Japanese buyers can have a confirmed Paypal address? I don't want to enter a transaction with a Japanese buyer if I can't be protected by the seller protection policy.

Japan buyers are not confirmed. The only places that can confirm right now is Canada and the UK mostly. Ask your bidder to pay via Bidpay since it's safer.
