Paris or Rome for getting luxurious bags?

It is hard to say basically because inventory varies but likely Paris might be the better choice, JMO
IMO the selection will be better in Paris for French brands, and in Rome for Italian brands. Another consideration is amount of VAT that will be refunded to you assuming you’re not an EU resident. I believe the refund is larger in Italy by a few percentage points.

Depends on what you're looking for. Rome has a lot of incredibly gorgeous, well made, and not too expensive leather boutiques from brands you've never heard of. Paris I find has more of the luxury "brand" items.
