Non responsive seller

I purchased a bag on EBay on the 16th April,

Paid for it via PayPal immediately, using a credit card, thank goodness. I have heard NOTHING from the seller, I have emailed to ask her if she has shipped it twice, no response. I now see that she has just received a neg for non shipping from another buyer. I need this bag by this weekend, do I file with Paypal now or have to wait? Advice please. TIA!

This is why I always request an invoice from a seller before paying. Just in case. Did the seller's auction list a time frame that she would ship within? I think she has a week to mail the item, and then you can open a dispute. Someone else confirm this? Her listing does have a personal hotmail e-mail. Have you tried contacting her on that?
 
this is happening to me right now. i won an item 2 days ago and waited for and invoice from the seller and also emailed them for a response. I don't feel comfortable paying unless i get a response and she said that she was going to re-list after 3 days and file a NPB. what should i do? email ebay?
