Neverfull mm or Felicie pochette?

That is the thing I know I will use the neverfull for everyday use for my job but I know I would use the Felicie for a shopping, out to eat, going out bag as well. So that is why I am torn.

Then both! They both serve very different purposes and you already have a plan how to use each.. So both.
You'll just have to decide which one you'll use or want more. They're suited for different things. Or like Jaime said just get both. Then, you'll have one for work and one for going out.
Looking at your bags list, I would buy the Felicie pochette mono first because this are hard to find, potential might be discontinue too. Neverfull mono you can always get it later, it will be always available because it is classic, but maybe with a higher price because of price increase. At some point, you will end up getting both bags, your problem will be solve.

$500 is a lot to me. I would start stalking the website, calling in CS, email concierge store, etc. At the end, if you can't find it, then I guess go with Neverfull. But you know what, hard work pay off at the end.
The pochette felicie is not worth a $500 premium. You can get a SLG with that! It seems like you want a going out bag more than a work bag, so it's relevant to say that the plus side with the neverfull is that you get a detachable pouch, so you could use that as a wristlet when you don't need to carry much. It might not be a pro if you're not into wristlets though. If you really like the felicie, I'd suggest stalking the website or just talking to a SA at your nearest LV. All my "rare item" purchases have been through stores rather than through the website.
On a side note, have you considered the double zip pochette in mono with giant reverse mono on the other side? Personally I'd prefer that over the felicie because you basically get two looks in one and I find snap button closures to be annoying.
