Looks a lot like this Proenza Schouler skirt, but I don't know if it comes in b/w. And definitely not a cheaper alternative!!!

I do not think, it will be readily available. You can try out buying a similar looking cloth, and give it to a tailor.

I think that will be the best solution for you. Only ensure that the cuts and stitches of your skirt are done properly, according to your choice!!

I think you're right Mockinglee, looks very much like Proenza Schouler.
