If you look the heel closer, you'll see it's the same as the heels of Proenza Schouler's upcoming (s/s 2009) collection, so I guess these boots are by PS.

Well they are from the 2009 Spring Collection, which will be in stores sometime in February. In New York stores that carry Proenza Schouler are
Barneys
Bergdorf Goodman
Jeffrey
Kirna Zabete
Intermix

Jeffrey might be the way to go to obtain the shoes.
