I'm curious if mini flaps are usually readily available in boutiques, or hard to come by. New Chanel buyer here.

It depends. Black mini flaps aren't always available and can be harder to find, but each new collection usually tends to have some mini flaps with or without top handle in lambskin and tweed. Right now, there are top handle lambskin minis and some different color tweed minis available.
Not sure what you mean about new mini with top handle? They haven't (yet at least) changed the size of the tweed minis or top handle minis to my knowledge. There have been some extra minis without top handle recently, but as far as I can see, no change to the size/specs of the tweed minis or top handle minis. There were spring pre-collection ones out that I had seen, plus more might potentially come in March when there is another launch.
