I think you can just cut that, because it’s the end of the string. If the bag is flawless, I wouldn’t return just because of the loose end of a string.
I would return and have it replaced asap while you can. Make sure to inspect the replacement properly before taking it home.

I think You should definetely exchange it to the perfect one for sure. No way for this brand new and with this price?! You should be happy and shouldn't even go through this. No, You should not cut by yourself. You can just bring it back and exchange it. Classic flap is available and SA can order it anyway even if not in stock today. It's definitely not acceptable to me and I would do bring it back right away. Goodluck!
