Not really, since many stones require a diamond paste/powder and specialized equipment to polish the stones (if sapphires and the like).

I would keep looking around until you find someone competent for the task, you could easily do more damage than good without the proper technique.

It's possible if you can find a reputable gem cutter. They should have the necessary equipment to buff out & polish a gemstone.

As others suggested it has to be re-polished by a gem cutter. What kind of stone is it? It may be more cost efficient to replace it if its badly worn. But that depends on the gem and the setting.
