He'll, I recently purchased a 5 motif mop. And I noticed that its slightly tarnished even though the seller states brand new. Is it supposed to look like this?

Interesting... when you say tarnished, do you mean that the center of the motif is darker than the edge of the motif? Does this motif still have a mirror/glaze finish, or does the surface feel matte?
Does the motif still have a mirror finish? If it does, then that's probably just how this particular stone looks like and not broken. If the surface of this motif is matte, then it might be tarnished.
