Identifying painted bag with black light?

In many of the eBay listings I see where repainting is disclosed, pictures of the bag under a black light are shown and the painted areas look illuminated.

Is a black light a way to confirm if a bag has been repainted? Is this a reliable or well known method? I will try to find a posting and share it.

Found some pics! If this is a legit way to identify, I am going to invest $7.00 for a black light on Amazon before buying preloved bags!

I have no idea about using a blacklight on bags, but I use a powerful one to clean bathrooms! WARNING! You may go into shock the first time you shine a blacklight on your toilet. 🤮
