how to fix "rough" leather from usage?

I bought a bag from eBay and it's in good condition. There's a couple of spots on the back where the leather feels rough and not as smooth as the rest of the bag. I think they're spots that would rub against the body as the bag is carried, etc. Would applying a leather conditioner, or treating the bag with leather protector help soften up the spots?
 
Here are two pics of the corner. It's the Kristin hobo in turquoise. It's hard to see in the pics, but the leather looks and feels a bit rough from rubbing on something.

It *is* really hard to tell from the pics...but I understand it is safe to use the conditioner on the Kristin Leather, I'm willing to bet it will make an inprovement, good luck!
