How Do I Post an Outside Smiley?

This thread has been a long time coming, because, both here and at other forums, I've wanted to posted smilies that aren't from the given menus.

Don't get me wrong. I love the smilies here, but sometimes a topic requires a unique smiley.

So, without further ado: does anyone know how to post smilies from outside on a forum, and in particular those that move?
