How come EMS Express shipping overseas (from US to overseas) doesnt require signature

Hey girls, any help is appreciated.

How come when I ship EMS Express within the US, the "signed by First name/last initial" shows up when I track it on usps.com's website; but when I ship overseas (say to Australia or Singapore), the "signed by Firstname/last initial" doesn't show up?

This concerns me because as I understand it; in order for a seller to be protected for items over $250 - the tracking MUST:

1. show as delivered.
2. AND who it was signed by.
3. AND this all has to be available ONLINE (not on a scanned receipt.)

I should add that all my packages are insured and declared for the full amount which is usually around $500 to $1200.

Has anybody else had trouble with this?

What shipping service would for sure display the "signed by" when I track it online?

You can also register the USPS Express Packages so that you get a return signature in the mail after the buyer receives the packages.
