Some SAs are strict and only stamp luggage tags or the "recommended" parts of bags. Like the right handle tab on the front side on a Speedy, although that is the only tab on the Speedy that can be laid flat without anything being under it. But technically they can do it on any part of anything that can be laid flat on the machine and has enough clear area. But it depends on them and how adventorous they are. If a luggage tag is messed up, it is a $50 loss. If a bag... The strap is a cheaper game to play, but on the Neo Noé is it quite thin, and the form factor is also not the most ideal to put into the heat stamping machine. The easiest part on that bag seems to be those side tabs, where tha handles attach. But finding an SA who would risk and try to stamp them would not be easy I assume.
