Help me to decide

I’m going to get first Valentino rockstud and I’m always wear flat ,, I’m still thinking and couldn’t decide in between of them ,, I like heels cuz I feel it more comfortable than others but the problem is 38,5 it is fit while 39 is loose and big ,, the size of the flat was fine with me ,,
I want it for daily use ,, some girls told me flat isn’t comfortable that much but others saying it is comfortable and they wear it daily ..

They told me not suitable with my feet cuz it looks shorter and I have to go to bigger size which is 39 , but was really loose

I would go up half a size as your feet will swell and I don’t think it will look ridiculous. But love the heels! I do like the flats but think you can’t go wrong with heels as they can be dressed up or down
