Looks like Loeffler Randall from a couple of seasons back (over 1.5 years back). Either that or a Dolce Vita knock-off version of the Loeffler Randall.

I am no expert, but Pedro Garcia does a lot of satin ballet flats with jewelry type decorations... so that brand might be worth looking into.
