Unfortunately Kate Spade outlets do not ship. If it is a made for outlet bag then I don't think you will find it anywhere else.
It does look like a made for outlet and actually all surprise sale items can only be found at the surprise sale. Outlets and boutiques would have shipped out anything they would have had in stock because surprise sale is online only. So sorry dear 
Outlets normally ship but the surprise sale is online only. Furthermore e-commerce is separate from the boutiques so those items may or may not be in stock. They also aren't required to match the price.
I had called the outlets a few months ago to order an agenda since I don't live anywhere close to an outlet and they told me that they no longer ship. It would be nice if that weren't true.
Maybe in the US they no longer ship, I'm in Toronto, Canada and have them ship me items whenever I don't want to go in-store. I've received items that were transfers from the specialty stores quite recently from the outlets. I've also had friends on the west coast have send-sales done because our only two outlets are in Ontario.
50% off plus 20% off is equivalent to 60% off; it's the additional 20% off that would have made the difference.
They only do 60/20 around 3-5 times a year, 50/20 once a month and their usual is 40/20.
I believe their next 60/20 will be around Easter weekend or May long weekend.
