Help finding electric/cobalt blue (suede?) flat sandals pls!

I saw this girl wearing some fabulous flat sandals the other day (Richmond, BC) and I am kicking myself for not asking her where she got them.

Anyway, they were very bright cobalt blue and I am pretty sure they were suede and had a floppy part of the top (maybe a flower, fringe or tassels). They must have been either a t-strap or shield design in front with a toe thong and back strap.

I am probably not making any sense but has anyone seen anything like that??? Thanks for any help
