That is really horrible packaging for such an expensive bag. Glad the bag is in good condition. As for the tag, the seller does not have the right to say the bag isn't returnable, whether the tag is on there or not. Mercari makes that decision. Since the bag is fine I would let that slide.
I sold LV on Mercari but none of mine came with a tag. It was most likely the seller attaching it there herself, just to make sure the bag is returned in as described condition in case you changed your mind. Enjoy your bag, the color looks beautiful.
Eta: it is possible The bag was bought at a consignment store like fashionphile Or Real Real, and she couldn't return it. So she sold It with the tag still attached. Just a guess.

I don't know where the tag comes from; I can say it's not Fashionphile, as theirs looks much different.
The bag is the outer bag from Gucci shipment. It's not super common to be given that bag, but I have seen them-- when the SA brings out a bag that is fully wrapped up, and the SA wants to show that the bag is untouched and brand new. In a Gucci shipment to the stores, that is the outer bag for the item, packed in a box. When you open the outer poly bag with the label/pic, you would find the dust bag. The handbag would be inside the dustbag, fully wrapped in foam, plastic, etc.
Ok so this is not a bad sign? Because of those two, I doubted the authenticity of the bag but everything else checks out.
That outer bag alone wouldn’t make me uncomfortable, as I’ve seen them at the Gucci store. As to the authenticity, did you submit the bag through the Gucci Authenticate This thread?
No I didn’t coz everything else checks out. But I should do that anyway so experts can help me.
