I have the pink cupcake charm and its faded to a tan color. Has anyone had this happen? Will Tiffany do anything, any way to fix it??

Since it's enamel, nothing can be done to fix it. Tiffany can't do anything unless you want all of the enamel to be polished off, which they can send out to have done. I believe it does come at a charge though.
Wear on enamel is normal though, especially if you're wearing it on a charm bracelet since it'll rub against different surfaces.
