You can google which European country has the highest vat rate. That will tell you where to find cheapest Lv. But do keep in mind paperwork fee will prevent you from getting full vat back. If you buy inside cdg airport in Paris, you won’t have to deal with paperwork. Sadly they will only refund you 12%. Heathrow airport used to refund full 17% but they no longer do any vat refund unless you have them ship the item directly to your home address.
I'll be going to Paris for the first time (and Munich, Brussels, and Amsterdam) do you think it is best to shop at the Paris location or in the Airport for better deals? Not looking for anything specific, just know I want to purchase a LV while there.

Buying at airport isn’t a better deal…. You just don’t have to deal with detax process. CDG will not have as much stock as flagship in Paris. Since both get same amount back (about 12%), I would shop at flagship so you get more choice/ stock. With that said, if you have a chance to go to CDG store, I would go and get a sa business card as you can easily contact that sa to get bags you want so next time when you go through Cdg, you can just get your bag from sa. Paris flagship stores definitely will have more stock than the ones at Amsterdam, etc.

As far as I know, Rome, Heathrow, CDG has it inside the airport. Not sure if they do in Milan or Barcelona

I would check the website for the airport and look at their store directory. Or check the LV website's store locator.
Rome or Paris airport is best, heathrow don't do tax free. I was there last month and LV heathrow even suggested buying in France. I ended up saving £££
