Ebay Courtesy Coupon? Is this a scam?

I filed a dispute and escalated it this week with paypal after I was duped my the infamous Balenciaga Green Make-up clutch. The verdict hasn't been reached yet, but this morning I received this (obviously I snipped the coupon code redemption number out):
