Dust cover and packaging variations

Hello
Does anybody know how it’s decided what bags are given the blue silk dust cover and the more premium orange box with the blue lining and built in cardboard ‘slope’ to rest the bag on?
I have (by surprise) received this packaging for a rather special Birkin but it’s not my most expensive purchase by far so it’s got time thinking what decides it?

That looks like the box for the bag patterned after the FSH facade. (I turned down the brown version.) I have some other limited editions, a Himalaya etc. but no box like that.
