Dress help

I am looking for an evening dress in navy blue in this style (Swing) (I hope my upload will work) for a special event. Budget is around 500€ including shoes. I really like the lace and sparkle top part but am not sure about the bottom half, I like the general shape of it with the wide skirt but I would like something a bit more fitting around the waist.
If you have any brand/ specific dress ideas it would be great
Édit : I wear euro 38 size and am 1,72m and I have a « regular » waist but a little wider hips than the model (which is why I like the flaring skirt style)

Do you think I could wear tiny diamond and sapphire pendants close to the neck? Diamond .07 rose gold, sapphire .15 rg (not bought yet, though not only for this purpose). I was thinking discrète for the earrings, maybe diamond studs or huggies (maybe the studs would be too understated though), or small pendant diamond (this last one would probably be my first choice)
