Does moisturizer cream expire?

Hi everybody!

Today I bought a cleanser and a cream moisturizer for my bag.

I found that there is a yellowish mark on top of the inside of the cap. Please see photo below to understand better.

So here is my question... Is the moisturizer expired? What are the danger of using a cream that has long stayed on the shelf?

The cream can expire like any other cleaning or face material, you should look for an expression date on the liable or the bottle, it might be fine
