It's either called the shoulder clutch or pouch. They have the same 8X5 makeup pouch w/o the strap also. I was looking for the larger 8X11 wristlet thinking this would be too small but had a chance to get one and am surprised at what you can fit in there (fat zip up checkbook wallet/pda phone/big set of keys/lipstick). It fits nicely on the shoulder if you're not wearing a thick jacket. I mainly use it to keep in my work, though, to separate the essentials:
