Allan - are there credit cards that are specific to Europe? I was just thinking mastercard or Amex because they are so prevalent here in U.S. ... didn't realize there might be some that are european only so they would assume you were part of EU.

I think it might be cards that are issued by EU banks, as opposed to those issued by foreign (i.e. rest of the world) banks... the assumption of course is, if you have an EU-bank-issued CC, you must be residing in said EU country, thus making you ineligible for any sort of tax refund.

What if one were to pay by cash? I seem to remember that they will only take EU 3k maximum to prevent laundering, is that so?
