I always read GIA, are there any other well-known certifications? do diamonds always have to be certified? what difference does that make?

AGS is the other most reputable one. EGL-USA has become more dependable the past several years as well. IGI isn't reliable at all.

There is also HRD from Belgium but I don't know how strict the grading is compared to the rest.

Can't go wrong with a GIA certificate. A diamond worth anything should be certified. Also for insurance purposes.

My local jeweler has HRD certified dimonds. I've researching their relibality and I read that an HRD stone of a certain color is actually 2 color grades below a GIA one. Does anyone know anything about this? Is HRD reliable enough?

The 2 you could trust are AGS and GIA. Others, I would stay away especially when you want to resell.
