Not all outlets are-- just the Tanger ones (to my knowledge). I think it goes on until the end of October, but I'm not sure if it's the actual last day of October, or before then? You should call your local tanger outlet to check (or check the tanger website).

I bought a pink card from my Tanger outlet and it can be used 9/15/10-10/25/10. Go to tangeroutlet.com and pull up your local outlet and see if it's available or just give them a call.
