I think it depends where you are. Black caviar? Rare.

Good investment? No bag is really that super of an investment.

Yes, Chanel minis are rare because it’s a seasonal piece and you have to wait the current collection to know if minis are there or not, in which colour and which leather. The shape is the same of the classic Chanel bag but it’s single flap and it means less pricey, pretty roomy and light weight. It’s a gorgeous investment, especially in black or neutral colour and in caviar. Minis have a great resell value, it depends on the conditions of course.
