When I purchased the ebony version in 2008, I believe it was the same price as the horn. I can't remember the exact price, but it was around $125 or so, + or -.

The prices people are willing to pay are crazy. You can buy a non-H horn scarf ring, in the same chaine d'ancre style, for $5 or less. A lot of these are made by the very same craftspeople who make the ones for Hermes.

Whoever purchased that must have money to burn. I hope it wasn't someone here and if it was, please

Regarding the listing: the last two bidders are people who have 12 and 13 feedbacks, so I think they were just having some fun and likely would not pay at all. I feel bad for the seller bc he/she probably will have to relist.
Back to your questions, the horn version of this scarf ring does not cost more than $400 even if bought from reseller. I remember seeing one a few months ago sold by Luxury Zurich for less than $300.
