Can you use any color any time of the year

Please share a picture. 
But, I think just about any color can work for any season. More often it's the material that says a bag works best for one season or another. For example a straw bag in dark brown says warm weather to me. While velvet in cream says cool weather (and holidays like Christmas / NYE / Thanksgiving).

I think color rules are so flexible now, they may not exist any longer.

What rules?! I tore up the book and burnt it ages ago. Carry what you feel like carrying. Carry what you want to carry. Carry what you need to carry.
I use almost all of my bags all year round. I don't usually carry my black quilted Knomo bag in the summertime or my floral print cotton canvas bag in wintertime, but that's about it. I carry all colors and materials besides those two exceptions to the rule (pun intended
), if I feel like light pink in the midst of winter then light pink it is; the same goes for darker color in the summer. If I want to carry it, I do.
One of my favorite movie is Chocolat, where the old lady says: "Stop worrying so much about 'not supposed to'". She was right on that one!

I wear and carry whatever colours I feel like on whatever day of the year. I always tend to look best with and gravitate towards more "fall" colours, so I certainly do not limit myself to only wearing or carrying them in the fall.
Do whatever feels right for you. If carrying a pink bag in the middle of a dreary winter puts a smile on your face, why not?

Well the color your describing is fabulous for spring, but you can wear any color at any time of the year. I've worn orange during the holidays and haven't gotten arrested by the fashion police 
But in all seriousness, if you tend to wear a lot of neutrals, a colorful bag adds a nice pop of color!

I tend to change color palettes and prints seasonally, but it's very mix and match. I'll wear lighter pieces more sporadically in winter whereas in summer, it will make up most of the outfit, if that makes sense.
I agree with others and that you can wear what ever you like. A pink bag with grey, taupe, brown, olive etc can just as easily say Autumn or Winter. Just think of your overall outfit rather than just the bag.
I still carry my Paul Smith blush-pink/PS stripe-swirl brief case Summer only and black Liberty laptop case the rest of the year because they give my work 'uniform' of black skirt, tee and cardi plus either sandal/boot and no coat/coat some seasonal dimension. I guess I wouldn't carry my open-top Gucci Flora tote out in Winter or my Gucci calf-hair mahogany Secret in Summer but it's not just about the colour (as @Sparkletastic said) it's about texture and type too)
