Thanks Everyone!!!! I don't think I would have gotten them back if I wasn't so persistent with the post office it also helped that I told them it was fully insured for $1300.00 and it was a scam in progress. I think they have so much of that stuff going on and they have to probably get involved that they just wanted to prevent any possible insurance claims.

OP, I am sooooo glad you got the shoes back!!! I can only hope for justice for the person who tried to scam you and keep my fingers crossed (but not hold my breath) that this doesn't happen to anyone else.
