My first thought was Black Halo, but the closest I could find is this Black Halo from Saks. I hope someone can id the Blake Lively dress because it is gorgeous!

I am happy to be of help! I saw her on Letterman last night and loved her look. Kendal, you are probably correct that it is part of her Fall '09 collection since Blake would have had her pick of the collection post-Fashion Week. We will have to wait expectantly for it this summer!
