I tend to wear either a navy blazer and gray or charcoal trousers, or a dark suit. How would my choices differ with black v. dark blue blazers as far as I what can wear? What color buttons would a "normal" black blazer have? Some I've seen have pewter colored buttons.

Personally, I think your navy blazer/ charcoal pants are perfect for every occasion
Although I pair blue blazer with black pants as a fashion statement or for everyday, I don’t think the combo has the gravitas of a solemn occasion, idk
I would pair black with charcoal or lighter gray pants/ skirt/ dress, but I think that a black jacket with pants can vary in length and still be quite classic. Whereas with a dress or skirt, I prefer a shorter jacket. I think other lengths can look good, but may be too fashion forward or eye catching.
IMO, black jacket, dark buttons; possible fabric covered if matte fabric (like a Dior bar) or dark or black horn. Or concealed buttons, hook or zip closure.
But, rules are made to be broken, and in the end, buy whatever you love. Don’t second guess yourself bc of a stranger posting on TPF
ETA: I find a double breasted blazer not quite as classic and sloppy when sitting.
When wearing a single breasted blazer, I prefer to leave the bottom button unbuttoned, but ymmv
Make sure it fits perfectly and bring along the shoes, pants or other items you anticipate wearing it with
ETA: IMO, dressiest is black suit; midnight navy suit. (My preference is always navy if it’s super dark) If you get one or the other, make sure the dye lots match (check in natural light) bc oddly, even in expensive boutiques (Hermes) they don’t always match. Also, IMO, pants in business setting where the focus is not you: pants should be matte, flat finish (not boucle or loose weave or textured) but that’s just me
