Well, for fashion in Belgium I would recommend Antwerp City: famous for the 'Antwerp Six' (Dries Van Noten, Ann Demeulemeester, etc.), great variety of shops (chain stores, high end, rock 'n roll, retro, vintage) all within walking distance, and there's also a fashion museum called MoMu.
