Well I think the infection rates in heterosexuals are skyrocketing because AIDS is kinda still being portrayed as a 'gay' disease so most people just don't think it's something that can get and don't use protection. There's also the fact that nowadays most people with AIDS live a long life so it's not perceived as the big threat it once was. It's also important to note that the current administration doesn't want to invest a lot of money in educating people about AIDS and teaching them to use condoms. They'd rather promote abstinence which is the best way not to get diseases but it's not a realistic approach because people are going to have sex anyways.

You brought up some good points, the current administration needs to wake up from the 1950s and face the music....
