How very sad but if the neighbours were aware of the little girls plight why didn't they do something about it? I would think that they would have to know something wasn't right.

I am very hopeful that in this case the girl might be able to regain "normal" human traits like speech. After a child reaches a certain age, it becomes much more difficult for them ever to learn speech if they've never or rarely been exposed to it. They can comprehend, but not actually speak because that part of the brain just was not stimulated early enough. But I think 3 is still younge enough that there is more hope for this child regaining normal function than for an older child,

What a horrible situation, though. I just cannot believe that animals make better parents than humans (to other humans!) in so many cases.

I feel so bad for the little girl, and I can't understand that if the neighbors knew about her, why didn't they report the mother to the proper authorities?

I hope she's somewhat normal too. The older they are the harder it is for them to have a normal life. I just saw an Oprah show about a girl in Florida that was neglected until she was 6. She's 10 years old and in the care of another family and she's much happier now, but she's basically mentally retarded.
