I don't think it's that big of an issue when TTC-ing. I would avoid it once you know you are pg. The first few weeks, the embryo isn't getting blood/nutrients from you yet; it's getting nutrients from the yolk sac. Try to avoid fish high in mercury (tuna, swordfish, tilefish, shark, etc) because mercury does accumulate in your self. Fish are actually good for you because of the DHA; it's the mercury that's bad. The issue with raw food is bacteria/parasites, specifically listeria in seafood if handled poorly. It's not really an issue if the restaurant is clean and handle raw seafood properly.
I had raw oysters the day of my missed period (I didn't think about the possibility of me being pg because we tried for a year and I was at the point when I am not sweating late period anymore). Since I found out, I haven't been eating raw food (not even medium-raw steak) except once. We went out for Japanese; I ordered teriyaki, cali roll and dragon roll. But when DH's raw sushi came, I wanted it so bad. So DH let me have one pair of raw salmon.
So I say have your sushi and raw oysters. Just don't eat too much. It's all about moderation when TTC-ing and pregnancy.
