perhaps try soaking the handles in a solution of water and dish detergent, or try dampening a rag in the solution and pressing on the area, most toki dokis are nylon so this should be gentle enough and antibacterial....for the urine...

Get "Nature's Miracle." It's a pet odor neutralizer that's designed specifically to kill the odors associated with pet bathroom activities so they don't go in the same spot again and again. You can find it at most pet stores. And it's designed to be used on fabrics like upholstery and rugs, so it will be safe to use on your bag.

I second that
My former boss lady used to use it on her son's mattress whenever he'd have an overnight accident It worked like a charm.

for some reason i cant get the pics up of the culprits

thanks for all the suggestions guys!

i ended up using "kids n pets" i saw it at the grocery store and its recommended by animal planet for stains and odors . i drenched the handle in it minus the leather parts and let it air dry as it said and its pretty effective but can the leather part harbor the urine smell? and how would i get that out since its..well...leather? lol
i repeated the process again just to be sure and soaked the nylon under the leather parts so hopefully it comes out. Thank god he didnt wizz on the bag itsself it was the portafortuna serena with the perfect print placementtt whew

urine be gone
i sware by this stuff. my uncle has a little rat with hair that thinks my shoes are his when i go over. i get mine at pet smart, or i should say my uncle does. {please understand i like his dog, and all in general, but this one really does look like a rat with hair. so much so that is what he names him.}
you just soak the items in it if possible, i usually mix water in like half cup claner to like 4 cups of water. it has the directions. it is found in the cat isle in petsmart here, so good luck.
I would say a time out would be in order for the both as they seem to be working togther on this one
