We have a cat that almost never meows. We joke that she thinks "meower is in case of emergencies only." 
She will do little chirping sounds and "trills", but has only actually meowed a handful of times. Her paw got stuck once when she was a kitten, and she really let loose, so we know she's capable of it. We've had her since she was very small, so we know it wasn't prior owner abuse. We even had her hearing checked because we thought she might be deaf. Nope. Just doesn't like to talk, apparently.
I guess some animals just aren't as vocal!
